A mature tree can look unaffected while construction activity has already caused lasting damage beneath the ground. This root protection area guide explains how to safeguard the part of a tree that cannot be seen: the roots and the soil they depend on. Whether you are extending a home, installing a driveway or managing a larger development, getting this stage right can protect valuable trees, avoid planning problems and reduce future safety risks.
What is a root protection area?
A root protection area (RPA) is the minimum area around a tree that should be protected from disturbance during development and construction. It is designed to preserve enough rooting volume for the tree to remain healthy and stable after works are complete.
Roots do not sit in a neat circle directly below the canopy. Most fine, absorbing roots are concentrated in the upper layers of soil and can extend well beyond the branch spread. They need air, moisture, stable soil structure and room to grow. Compaction from vehicles, excavation, storage or changes in ground level can remove those conditions very quickly.
The RPA is normally assessed in accordance with BS 5837, the British Standard for trees in relation to design, demolition and construction. It is commonly shown on a tree survey, arboricultural impact assessment and tree protection plan submitted with a planning application.
It is worth distinguishing this from BS 3998, which guides good tree work practice. Both standards support responsible tree management, but BS 5837 is the key reference when trees are affected by proposed development.
How root protection areas are calculated
For a single-stemmed tree, the starting point is the stem diameter measured at 1.5 metres above ground level. The diameter in millimetres is multiplied by 12 to produce the RPA in square metres.
For example, a tree with a stem diameter of 500mm has a nominal root protection area of 150 square metres. This is often plotted as a circle, although the protected area can sometimes be reshaped to reflect site constraints, existing barriers, roads or buildings. The overall area must still be retained, and any altered shape must provide realistic rooting conditions.
Multi-stemmed trees require a different calculation because their combined stem size needs to be considered. Older hedgerow trees, coppiced trees and trees growing on banks may also need a more informed assessment. A standard calculation is a sound starting point, not a licence to ignore what is happening below ground.
Site conditions matter. A tree growing in deep, undisturbed soil may have a different rooting pattern from one confined by walls, drainage runs or compacted ground. An experienced arboriculturist will consider the species, age, condition, soil, surrounding structures and likely construction effects before recommending protection measures.
The RPA is not a no-go circle in every case
The default position should be that no construction takes place within the RPA. However, some sites need carefully designed solutions where limited work near a tree cannot reasonably be avoided. This might include a no-dig surface, a hand-dug service route or a lightweight foundation approach.
These measures are not interchangeable, and they are not suitable for every tree or site. They should be specified before work begins and supported by arboricultural advice. Retrospective solutions are rarely as effective once roots have been cut or soil has been compacted.
What can damage roots during building work?
The most serious damage is often caused by ordinary site activity rather than a dramatic incident. A small amount of repeated pressure from plant and deliveries can compact soil enough to limit oxygen and water movement. Trees may then decline slowly over several years, making the original cause easy to miss.
Common risks within a root protection area include:
Excavating for foundations, drainage, utilities, footings or retaining structures.
Driving, parking or turning machinery and delivery vehicles on unprotected ground.
Storing materials, spoil, fuel, equipment or site cabins beneath or close to the tree.
Raising soil levels, which can smother roots, or lowering levels, which can expose and sever them.
Spilling cement washout, fuel, chemicals or other contaminants into the rooting area.
Pruning alone does not compensate for root loss. Reducing a crown may sometimes be appropriate for a separate management reason, but it should never be treated as a simple trade-off for damaging a tree's rooting system.
Installing tree protection before work starts
Protection needs to be in place before demolition, clearance, deliveries or groundworks begin. This is one of the most important practical points on any site. Once the ground is disturbed, a fence installed later offers little protection.
A tree protection plan should show the RPA, construction access, exclusion zones, protective fencing, storage areas and any approved special methods of work. On larger or more sensitive sites, an arboricultural method statement will set out the sequence of operations and responsibilities.
Protective fencing should be substantial enough to withstand normal site activity. In many development settings, this means fixed barriers secured to a scaffold framework, rather than temporary plastic mesh or a few marker posts. The fence should follow the approved line, be clearly marked and remain in place for the duration of the relevant works.
Inside the protected zone, do not store materials or allow routine access. Avoid lighting fires, mixing concrete or altering the ground surface. If access is genuinely unavoidable, it must be designed and agreed in advance, with appropriate load-spreading protection and supervision where required.
Planning conditions and protected trees
Local planning authorities often require a tree survey where development could affect trees on or near a site. The survey identifies the trees' quality and estimated retention value, while the impact assessment considers how the proposal may affect them. The tree protection plan then translates those findings into clear site controls.
A planning condition may require protection measures to be installed and inspected before works begin. Failing to follow the approved details can lead to enforcement action, redesign delays and damage that cannot be undone.
Separate legal controls may apply where a tree is protected by a Tree Preservation Order or stands within a conservation area. Permission may be needed before carrying out works to the tree itself. Development approval does not automatically remove those obligations.
For landowners, developers and site managers, early advice is usually the sensible route. It allows tree constraints to influence the layout while changes are still straightforward. A retained tree needs enough room not only to survive construction, but to remain a safe and worthwhile feature for years to come.
When an RPA can be adjusted
An RPA is not always perfectly circular or fixed entirely by a formula. On constrained sites, a competent arboriculturist may recommend a revised shape where the rooting environment is demonstrably better in one direction than another. This could reflect an existing road on one side and open soil on the other, for example.
That does not mean simply moving the protected area away from a proposed extension. Any adjustment must be justified by evidence and should maintain the required area and suitable soil conditions. A narrow strip of poor-quality ground is not an effective replacement for a broad, usable rooting zone.
The same care applies to proposed hard surfaces. Permeable, no-dig construction can reduce harm in some circumstances, but its suitability depends on loads, levels, drainage and the tree's condition. The detail matters as much as the intention.
Practical checks for homeowners and site managers
Before appointing a builder or starting any groundworks near a tree, establish whether the tree is covered by planning constraints or other legal protection. Ask whether a tree survey and protection plan are needed, particularly where foundations, access routes or services are proposed close by.
Make sure everyone working on site understands the fenced area is not a convenient storage space. Site instructions should cover contractors, delivery drivers and subcontractors, not just the main building team. A single unauthorised route across the rooting area can compromise otherwise careful planning.
Keep records of the agreed protection measures and any site inspections. If unexpected roots are found during excavation, stop work in that area and seek arboricultural advice before proceeding. Cutting through roots to keep a programme moving can create a much larger problem later.
Healthy established trees bring shade, wildlife habitat, character and long-term value to a property. Treating their root protection areas as a genuine construction constraint is the most reliable way to retain those benefits.
